Sigh. I am afraid to think that what happens if all those PRCs who are on scholarships in NTU/NUS/SMU and the polys are also using fake certs. Seriously, I mean what are the selection criteria? Are those PRC scholars accessed here or there? How do we know they are good if we don't access them here using our own test papers? If local student do badly in English, they cannot go to Uni due to the natural process of being wiped out by the limit set for number of local students, then why is it that PRC students some can't even utter a proper sentence in Engrish
