I still remember how hardworking the Traffic Police worked a few years back, when the economy was not doing well. That was the time when the gahmen made rear passengers wear seat belts in cars. Every now and then, gahmen must come up with new law to ensure their recurring income.

Maybe there will be a few hot high key period where they will wayang and sent people around to check but i m guessing most of the time,there will still be lots who will take the chances at kopitiam and continue their usual habit.
Unless we start to see really public concious people who will not hesitate to report these people.But as we know most singaporeans will likely just try to mind their own business. -

If you look at the History of smoking as a whole.
cigarette is the cheap way of slowly killing the person. The French sold Opium to the Rich in China to control the rich there.
People who are hooked to them paid more than $$$ to the cigarette industry, they paid it with their lives. End up its the non-smoking family members paying for their smoker's lung problems in hospitals.
Smokers are not being responsible for others.

I have thot of that way long long time ago. The reason they can ban chewing gum but don't ban cigarette is simple. MONEY!!!!!!! Who want to turn away money? Imagine no matter how high you raise the tax there are still buyers so why ban and terminate a source of income?
Another reason I can think of is they dun wanna alienate a group of smokers who may vote against them during election. Yes smokers are pretty passionate about their hobby and they can make 'noise' during wat time but election?

The sad thing is that enforcement is now an issue. With more and more legislation being thrown against smokers, they will soon find their situation desperate. More of them are going to flout the law. A cornered cat will fight like tigers.
Cutting off the problem from the source should have been the optimal solution from the beginning instead of relying on these part-practices.
Since LHL is willing to set up potential centers to care for the hard-core gambling fraternity due to the integrated resort set-up, why not a rehab facility for hard-core smokers? -
