I believe the answer for your question lies in the 21 gun salutes. The 21 gun salutes is spread out across the during the parade inspection. The first shot of the 21 gun salutes start after the parade commander ask the president for permission to inspect the parade and upon given the permission, the first shot will be fired as the president take the first step. Just another observation from the National Day Parade.
As one of soldiers was in the process of replying the President's question, the President was seen turning his head away and walking away without actually paying attention to the response at all.
The soldier must be pretty hurt by this inconsiderate action.
