Is there anyways or where I can blacklist the company for potential jobseekers to serve as a warning.
This is in view that some companies are conning people to join and work but later never pay salary. -

too high a price and also i am sick of the boss taking advantage of them, think about this, when you sign a employment contract, it states two months notice or pay back in lieu two months. Of course, when a young chap got a new job, happily he work and at the end of the month, the boss say salary delay and then 2 weeks gone he say delay again, by then into 2 months and this chap think he need to quit since no money. Now, the boss say can, but must pay back 2 months....Of course, no salary and must pay, so the young chap leaves and make complain to MOM......Then the mediation comes and arugment are made and finally the boss made 2 months payments. Poor chap, work for 2 months and then wait for justice for another month, finally think that he got his justice then the lawyer letter came from the boss!!! SAY HE MUST PAY BACK 2 month in lieu...so how now......

For the good of all, it is important for you to inform MOM of the company wrongdoing & malpractice.
Never take matter in your own hand as you may face with unwanted lawsuit. It is therefore wiser to go by the proper channel and let justice run its course.

You mention the company has been using this scam over and over again, so did the previous employee appeal to MOM before? Sometimes it takes more than just one to get them working.
As regard to the contract, I mentioned that it is legal binding. In this case, your only way of rebuke is through legal means. ie. engage a lawyer. -
Yes, they did and they got their money at the end, but it will be months later. The company did this is because of cashflow issues, get people to work and then the payment from client later. It is basically, the employee funding the work and when the company got money and pay...a way to delay and if you not happy you leave and then lawyer's letter came to you for not fufiling the employment contract. Never ever, get into trouble with MOM, i mean the companies.
My lecturer who was from MOM told us how they an use 'admin measures' to punish the the companies. -
