  The lower part, Serangoon Road passes thru Little India heritage area.
  Then, it passes thru private and HDB housing estates.

  Serangoon Road is quite long..
  from little india to boon keng to potong pasir to serangoon central to kovan to hougang than it links to sengkang...
  
  Private housing is pretty big in the whole area, from potong pasir and bartley area than serangoon central HDB estate than Kovan private housing estate than hougang HDB estate than some private housing before it reaches the present Serangoon Sec Sch and than Sengkang..

  Anyway, I always wonder why they call the HDBs there part of Hougang..
  Why can't they just call it Kovan HDB estate? the hawker there is called kovan, the new condo there is called kovan melody but the HDB estate is Hougang

  Kovan is part of Hougang. There's a Kovan Road there.

  Kovan is under Aljunied GRC MP Mdm Cynthia Phua control. She done a lot of renovations at the Kovan Hub(Blk 206) former Bus Interchange but quite empty The private estate roysth also done renovations EUP
