People do anything to increase profits.
Cameras might be deco only. Can show inside control station, but cannot record.

there's a reason why cctv not recordable in the first place. The technology is already there by VCR in 1988's, just like any high security building.

no one take seriously the need to record/review unfortunate events like deaths.
The most valid reason in 1988, staff do not want recordable cctv of smrt staff/themselves doing all sorts of ????? things at work. Who wants to be recorded all the time at work.
and now event worse, have recordable cctv and staff never record.
Now all modern cctv are all record digitally and centralised.
Maybe that stn still does not have the old cctv system upgraded yet? -
