as long as you do your part of donation out of goodwill wisely, the rest depends on the others to do their job in a responsible manner, we alone cannot control everything in the world.

When a major disaster happens, it cripples almost everything and the affected country of course find it difficult to handle by itself. For example even the US accepted international help recently. Pakistan had a major disaster. They need special equipment like helicopters. And of course Pakistan is still a developing country with limited resources at its disposal.
When people say, how come Pakistan can spend money on rockets and can't save their people, well they don't spend money on rockets or nuclear for nothing. They had to do it because they see they are threatened by India. It's something they need to spend on. Unless their environment change drastically. So it isn't really their fault.
