minister in any country will do. There are always side income or commissions for minister. its either all add together to make it legal income or just small legal income and the rest on the side. The total amount is still the same.
If there is a bridge to be build, minister in that area will be taken care of and follow by the rest. Of course, the minister has to take care of his boss. EVen in US, its a practise to take care of the senators in charge of that area.
