  i like to see such signages in public..
  
  if it shows "No Smoking Or Drinking".. u can do both actions and justify that it's not wrong!
  
  if it shows "No Smoking And Drinking".. u can do either one and say u're not wrong!

  Actually, I think that when you see such a sign, doing either actions would be an offence, including doing both at the same time
