As what you say it is true but if supposing the PC is only in deep sleep that is it is still consuming a very small amount of power but just deep sleeping. Then using software wise you can start it up I believe.
With the power switch turned off I doubt it can happen to wake up unless some aliens technology is imparted to Earthlings on how to auto on a PC that is already turned off at the power switch[/b]

Get more detailed information from him/her. When he/she does that issit all switches are turned off that connect to the PC? Dun just focus on PC alone, check all wires connected to PC or accessories and their switches at the wall. Different ppl definition of auto turn on is different[/b]
