sec 3 and 4 can. sec 1 and 2 cannot.

hee i think it really depends on 'definition' of dating
I think it changes as we get older, and as we develop our own social/cultural habits and group
I remember when I was in Sec 1, this boy from another class and I would 'arrange' to meet each other in school earlier so we can go and play arcade together. we would have lunch and then come back to school for afternoon session.
So is that a 'date'?
I never felt it was anything special though, we were just pals. But the same scenario CAN become a date. So what is a date?! -
Who is to judge if it is acceptable?
1) School authority? They may dictate yr studies but they don't control your life!
2) Government? No law that I know of.
3) Parents? They are not the ones dating, so by which law/regulation can they judge.
Ultimately, it's up to oneself to decide if you can handle relationships. -

If you want to date, just set your priorities right. Make sure that your date doesn't affects your studies and personal life will do. I find it alright as long as both parties are responsible and respect each others.

Should ask parents before allowing to date, know your limits! As long as you DO NOT succumb to crime temptations (esp. outraging of modesty), you will be safe, but please follow the Police advise.
