  To add to that, I believe that there is a high number of rape cases reported happening in the ECP underpass. Because of the fact that its secluded and that it is quite difficult for the general public to notice it unless they physically enter the underpass themselves.
  
  Better to lock it up rather than to have more of these deplorable cases. But then again, rape can happen practically anywhere.

  I think it's like someone have suggested, might be due to crime rates and thus the locking of the underpasses.
