the kind of programming compy eng people will do would probably be of a lower level (architecturally speaking) than the programming pure compy sci or software eng people will do .....
You have say it all. During my times, there is Comp Engine in NTU and Comp Sci in NUS. They are all hardcore programming courses. The only major difference is as above where CE source code deal more directly with hardware stuff. Kernel drivers are classic example.
For CS, we have the choice to choose to major in pure programming or the biz aspects of IT. The programming aspects are dealing more with data structures and algorithms pertaining to business applications. So you could say there is more leeway in this course. Btw it is now called School Of Computing in NUS no longer juz a department under Faculty Of Science.

As I have said, if it involves military systems it is hard to be outsourced to india. Outsource to ST companies is more like it but then ST companies and DSTA all same father different sons only mah -
