Scale 1/1 model of M16 rifle for sale in Tom and Stefanie's?

Hav anyone seen them? they also hav m4 carbine with rail system...look very real but how come it can be sold here in the first place? These replica guns look very chio, thinking of buying the m4 but dunnoe whether need to get a licence or not....?
