The main reasoning is to allow for a neutral force with the capability to handle any racial problems. If any racial riots again, wouldn't you think that police would bias towards their respective races?
They are used for highly specialised jobs. Guarding normal ministers are SPF. They are usually used only for guarding sensitive installations. Recently, we saw them deployed for IOC. Damn cool looking, although some of them can pass as asians.
