Fined for not having a television set?

"June 17, 2006, No TV set but fine stays
RECENTLY I received a summons sent by the Media Development Authority (MDA) for having a 'broadcast television receiver without a valid licence'.
I called up Licensing Services (Broadcasting) to inform the staff that I have not had any television set in my house from at least last year, so how could I be guilty of the offence?
An officer from the licensing unit told me: 'You did not inform us that you did not have a television set, so you have to pay the fine.'
I asked: 'So I am being fined for not having a television set?'
She replied: 'Yes, if you did not tell us that you didn't have a television set, you have to pay the fine.'
The offence is one of having a TV without a licence but I am being penalised for not telling the MDA that I did not have a TV set.
Is this how our government departments work? They penalise you for not telling them what you don't have.

omg this is ridiculous. in UK they will come n check and issue u a postage-prepaid card, which u send back if u dun have a TV. here they assume u dun have a tv and dun need a tv licence, u're only fined if they come n check n find that u have a TV set but declare no TV. where got such thing as assume got TV and then fine them for not declaring one? Totally rubbish!

Just like everybody else, I thought Singapore is very efficient. I moved house in Dec. I had my address changed in the same month. I thought all government dept will be informed automatically. Can you imagine I got a fine for not renewing my TV licence a few months later? Yes quite a few month.I explained that I shifted out of the house and no more living there. In fact I was paying the license in the new house, why should I need one in the old one where no body lives. Well I had to write in and they consider the case and waive the fine.
