well ... I think it's more about Bureaucrats than the garbarment .....
it's this thing in the Singaporean Psyche .... as long as anything is not explicitly allowed, it's not allowed ......
the woman at the other end of the line probably flipped through the "rule book" ... and since that wasn't covered, she couldn't, wouldn't, daren't exercise a bit of her brains and strike off the fine ......
we're like japanese without the work ethics and creativity .... -
if I watch TV programs on my PC monitor and I don't have a TV, don't need to pay TV license right?!!!!

Just reading about this, if it's true, makes me fume.
It reflects on the idiocy of how some entities are run. How on earth is the person going to know that he/she has to report to MDA for that?
If that is so, who's preventing them to write strange rules forcing people to pay money? -
i think he better tell them that he doesnt have a car, aeroplane, satellite as well else they will charge him as well. -

why are we complaining about the govt but we aren't rebelling and show our unsatisfactory towards the govt ar?
then in the election, why we dun vote for opposing party? instead, we vote for PAP , then after election comprain again -

try to make it a big thing
