we apparently cannot differentiate between "vigilantes" and being "civic-minded". if you see a theft and go and hunt down the thief with a baseball bat, that's vigilantism. If you see a theft and call the police, that's just being civic-minded; which incidentally i hope all my fellow human-beings would practice in the event that i'm the victim
first off, we don't really know alot of details. it is nevertheless one sided story and perhaps a selfish and may i even suggest vicious move by the thread starter? and u have been assuming and presuming from the start of your reply to me...how objective can that be?

when i say evil, pls go back and read what the thread starter has stated..."he hesitated for a long time...the neighbour has parked there for a lot time..." etc etc. a gd neighbour is not one that bao toh others but displayed that civic-mindedness that you may be saying...that is to ask if not show some gd neighbourliness. by that i mean, talk to the neighbour and let them know it is politically not right for him/her to park in the disabled lot. by going straight to the authorities w/o first understanding certain issues of that neighbour (perhaps the family has an elderly that has some form of disable functions??) is not civic minded, much less an equally selfish act and taking things into his own hands?
this is definitely different from if u see some1 being robbed and stand by doing nothing...

if a car is parked in an unloading/loading lot, is it automatically assumed that it is unloading/loading but the driver or passengers are not seen unloading/loading stuff? my point here is that, if we want to be gd neighbours, then be a gd neighbour and talk to them to find out even b4 u assume otherwise.
i dun think the thread starter has initiated a talk with the neighbour that commited the wrong parking in question. how can that constitute being a gd neighbour and how civic minded that can be? well, one can only say it is subjective. but the motive? hatred perhaps?
so can u differentiate civic mindedness then?

for your information, i have seen my fair share of people not having the disabled decal on the car and yet screamed, yelled and shouted like a woman (but a man) for that disabled lot within the visitor's parking area, all in a private condo. so tell me all abt it.
