so, to not be neighbourly is "evil" while taking-up a lot meant for more needy ppl is just a pressing need?
if that were the case, perhaps the driver with "disabled elderly" family member could appeal to the town council for cancellation of the parking ticket. however, i think he/she would have a hard time explaining why he/she could not move the car after bringing the disabled elderly family home; and on many different occassions at that...

this is definitely different from if u see some1 being robbed and stand by doing nothing...if a car is parked in an unloading/loading lot, is it automatically assumed that it is unloading/loading but the driver or passengers are not seen unloading/loading stuff? my point here is that, if we want to be gd neighbours, then be a gd neighbour and talk to them to find out even b4 u assume otherwise.
so if we see a theft, we are to talk to the thief and find out why he's stealing? maybe he comes from a poor family with many siblings to feed and parents are not working? and then perhaps we could counsel him and maybe recommend him a job?
i wouldn't recommend that for robbers though... they tend to be more violent...

yes, i did talk to that person who is screaming etc and together with a security guard. in the end, he just F'ed the guard, disrespected his authority as a security personnel in the compound and without a car decal displaying the disabled sign, i told him off.

there are prominent signs at the parking lot, warning of penalty of up to $400 if the lots were misused, and yet, he chose to park there...if he was a good neighbour to begin with, he wouldn't have parked in that lot in the first place, and the fact that he brings his lighted cigarette into the lift (not only once) suggested that he is such a selfish person...so, give me one good reason why i should talk to him about it...for all you know, i'll probably be asked to mind my own business, which i think, i have done so for too long...and maybe the next time i'm in the lift and he tries to enter with his lighted cigarette, i'll tell him off...
