there are no dustbins in the mrt stations. are they encouraging littering?

Yesterday, I went to DBS ATM machine to take money.
Noted there were a lot of “transaction slips” all over the machines. In curiosity, collected some of them. I looked at the details printed. All of them showed that small amount being withdrawn and small amount left in the account.
Does it mean that poor people tends to litter more? (anyhow throw the “transaction slips” on the ATM machines and on the floor)
