I strongly disagree. Not that foreign talent is driving singapore talent away. But the fact is that foreign talent feel that singapore is paying them higher compare to their country pays and singapore is much safer compare to other countries thus attracting them over here. while s'pore rtalent is leaving because of the living standard is hard to catch up and the government is not doing much to help the middle/lower income.
