You can make a police report, but the police can't do anything.
You notice when you enter ure pin no into an ATM, it says that you uneqivocally accept teh T&Cs as set out by the bank.... Well one of the things is that you shall strive to maintain that all instructions that you give are correct, this is further qualified by a standard clause which states that the bank reserves the right to just process the transaction. So the liability is on yourself to ensure that the information or the transaction is correct.
As such, since you have agreed to these various T&Cs, a police report will not help.... -

Broadly speaking, go consult a lawyer.
They will follow up with MAS. If it is a criminal case, MAS has the right to order Banks to release the information as they are bound by a general Banking agreement which states the release of information in accordance to the jurisdiction and hence you can follow up and sue the bugger... -
