Well, the problem is that if 1% of Singapore's population acts that way, a figure which is still grossly exaggerated, that means a total of 40,000 people.
1% of 1.3 billion people in China is no tiny number. And I highly doubt only 1% of Chinamen has such disgraceful behaviour.
Consideration is sorely lacking everywhere in China. Seems like they only act in the name of themselves rather than the greater good. So much for Communism.
