  take out the grills and blades, spray with water, scrub with a brush, rinse off, leave to dry or wipe dry, put back everything.

  Doesn't your fan have a 'self-cleaning' setting? You know, the one that spins the blades up to 30,000 rpm so that any accumulated dust just flies off from centrifugal force?

  spray a coat of paint over it..it wouldn't clean for you no doubt but it'll make sure that dust wouldn't fall from the fan too..

  I will on my fan at the maximum speed and take a pail of water and fire it at the fan. Imagine the impact.
  
  I ever took a cup of water and slammed it with full force at the fan. The fan was so dusty. The fan hit the water back towards my face.

  Find a bucket which is almost as big as the fan (in diameter) and fill it to brim with water. The put the fan 'face' down into the bucket, then on it. Now, imagine the mess you'll make instead.
