how to NOT defer from NS?

Helping a friend to ask this...
friend's parents found a job overseas and will be relocating for 4yrs.
Parents want him to follow them there and defer his NS for 4 yrs after finishing his poly this yr.
Their Family plan was when he is there, he will attend University there and get his degree in Business.
The main issue is family wanted him to enroll in the University that is a stone throw away from where they are. However around that city there are no well known Universities in Kunming China. Degree might not be recognize in Singapore but Dad don't care.
His Father will be submitting his deferment, but he don't wish to defer and there is not way to reason with daddy. Only way is stay is deferment application get rejected. What can he do to ensure deferment get rejected? -

tell yr friend not to worry.. cant defer 1 cause after poly sure go in army.. he have to serve his duty before leaving for overseas.. wont so easily let him go ..

the deferment will never go through. he will serve NS.
the other freak outcome is they go overseas and he can never step foot again in singapore. -

met 2 in NS, at 22 or 23 return and serve NS, the other try to siam for 8yrs and returned at 25 to serve. Singapore always welcome ppl don't think that will ever happened! -
