Hrm this maybe slightly over your budget and I am not sure if that place is still there because I have not been back to Singapore for a few years now. My parents say it is still there.
Angus Steakhouse at 4th level Takashimaya just next to the internal escalator from the departmental store . I remember they used to have beautiful candlelight ambience and set dinner with piano music for dinner. You can reserve the Window Seat where you can look down on the people walking about at the pathway. They serve you the next course when you finish the one you have - they don't dump the whole lot on your table .
I used to go to Angus @taka at least once a week for the steak - and please don't go to the other Angus at fullerton - that one is bad. I highly recommend Angus Steakhouse in Taka

but i find that place too noisy.. especially when there's so many students and so happening..
that day i went with my frens to celebrate her bday in advance.. but we were hush hush la, no cakes watever.. and then throughout the night we were there, 3 groups of youngsters were taking turns to stand up and sing birthday songs. -
try fish & co at the park mall side.. used to be a haunt of lovers in the 90s..

I like to go to Brewerkz at Clarke Quay, but I don't suppose your girl would like beer very much. Otherwise, if you want to watch people, the NYDC outside the Heeren is a good place.

Yah, come to think of it, where should one bring a girl on their 1st date? Although she sees it as just a normal meeting but I treat it as more of a date because I like her. I'm running out of ideas...

hillcrest road past raffles girls primary school is a row of restaurants
got japanese restaurant, fish market restaurant, french restaurant and alot more
not as crowded as orchard so u might like it. -

Anyway, I recommend NYDC at Suntec. The few times I go there, even though its crowded with people, but somehow the noise level is very acceptable compared to NYNY.
Another one I recommend will be Fish and Co at Park Mall there. a.k.a the glass house.
Last but not least, try any of the restuarants at Borders. Should be within ur budget. -
Marina Sqr's a pretty place with lotsa restaurant to choose from.
After a full meal you can visit Marina Promenade (Do they still call that place that?) and take a sweet long walk to digest your food and heeheehee. -

u should go to the places people from ur age group go to. u will feel more comfortable. no point going to those high class - taitai - afternoon high tea - cocktail lounge if you are not that kind of people yet. Comfort is more important. There are many places with nice ambience and doesn't cost u much.
