  Talk to her. Tell her you noticed she stealing loh. Ask her WHY she wanna steal? Maybe so she got $$$ to go out? Or wanna buy smth but no $$$? Get her to work part time then.

  confront her and ask her why in secret not letting your parents know
  
  and if she insist on doing it again for the wrong reason then tell her that u would inform your parents
  
  and if for the right reason please ask for permission to borrow money
