Well, it's technically illegal...
But as far as I can tell, no one has been arrested for downloading porn per se. Usually people who get charged for possession of porn get caught only because their homes get raided for an unrelated reason (drugs, illegal gambling, etc).
Any porn found will result in a secondary charge. -
