If I slap some one in the public area, consider crime or not?

can get civil lawsuit for assult. Police see you slap people cannot do anything because it's a civil case.
Last time there is a case where gangsters hit a man.. then hor the police dont care de.

slap or even punch is civil case
police will step in, only if serious injury i.e hospital
few months back newpaper reported a case about a madman hiting a kid at a playground. the mum report the case to police, but they say its civil matter. advise the mum to get laywer to sue the madman. -

i dunno its legal or not, but i know if u throw vulgar on a woman on the street, u are going to jail.... but this is in singapore only... if u go to malaysia and do the same thing, u r fine...
