It is different from the so-call pure English because it differs in use of words but it have the similar grammar structure. Most importantly, it is spoken by some people as their daily language. It should be considered a dialect of English.
Regarding those who spoke English from the day they were born, I wouldn't consider them a native speaker of the language, I would call them, "Jia Kantang"
In order to be a native speaker, you NEED to have the neccessary cert. It applies to all languages.
Yes, Mandarin also have the test conducted in Beijing every period of time (I can't remember the time interval, I heard from my lecturer a year ago). In order to become a host for CCTV program, you need to get A1 in that test, which is not an easy feat. An average Beijinger can only secure a C, beause they use the Beijing dialect to attempt it, so they sabotage themselves, who should they blame?
