svchost is needed for handling processes executed from DLLs. All programs used in Windows will use some sort of DLLs... and svchost is used to handle them. Some common processes, like logging in and out, is handled by svchost.exe. Security features in XP, particularly lsass.exe, uses svchost.exe as well.
Networking is only part of what svchost handles.

Usually if tio hackers stuff, the best is to reformat, if not ISP come after you, you nowhere to run.
But if want to clean, also not impossible, need to see some logs first. -

It has VERY likely altered your Registry already, and even if you delete or remove the offending file, it will be downloaded online without your knowledge.
