Speaking on logic side, it's going to be extremely troublesome for the school as many graduating students will oppose to such arrangement.

[/b] Seriously, with the kind of weather that we are having in SG, short pants is preferable. Look at so many Ah Mohs in SG. They prefer to wear short pants than wear long pants and sweat it out down there.
I go around wearing short pants, socks and sports shoes, even to town. No problem with that. The difference is, I have super duper muscular legs!!
