The reason for replying ur presence before the RSVP date is to allow the couple to look for any 'backups' to invite as well as to make final headcount confirmation to the hotel staff.
However, if it's already past the RSVP date, it's kind to give red packet as they may have already confirmed your seat with the hotel. You wouldn't want them to make any losses, would you? Each red packet for hotel wedding usually is between 80-100 dollars, so perhaps you could give ard that range whether you're attending or not.
