I think what you are asking is, is there freedom of speech without responsibility.
Ordinarily, you can insult a person's integrety, it is not an offence.
You can impute that a person has contageous diseases or even mentally ill. It is not against the law. But the person so offended has a right to take action against you for libel.
Certain subjects are against the law, like that of religion, race and speeches calculated to incite hatred and violence.
So what is it that you want to speak about?
