Being employed for a govt org, or in the case of a polytechnic (stat board) does not automatically constitutes a person an authorised public servant with authority to demand for identification. Such public servants are authorised by wirtten laws. In the case of a security guard (not auxillary police!!), their powers are limited to specific compounds. No, only public servants such as a police officer, or NEA officer etc has the rights.
2. Can a common citizen stop you, and then restrain your movement if you do not comply to their demands? (e.g. to ask for student pass)
No. That constitutes unlawful restraint.
3. Can a common citizen chase after you to comply to his/her demands?
No. That's harrassment.
4. What can i do if a security guard stops me outside my campus for smoking?
You can simply walk away. They is no need to comply to his/her demands.
You want to know your rights? There you got it.
Bewarned though, underage possession of tobacco products is an offence. You will not want to be caught by the police for that.
If you are =>18, you should be fine. If stopped, simply walk away from the scene.
