Malay intellectual and cultural capital was almost destroyed by almost 200 years of colonization. Look at Iraq today and fully understand what colonization means. As a result of Western colonial policies, they left behind a new power structure that they thought would minimize blowback. There was a violent rejection of this power structure in the early post independence era and as a result, society had to be reconfigured into a more tolerable power sharing arrangement. Pancasila, Bumiputra and the Singapore Constitutional Rights of Malays are all a result of this reordering of post-colonial society. This balancing act is continuing today with community leaders meeting and discussing various developments in a frank manner with the intention of creating a stable environment that facilitate positive growth. Policy failures and successes that have occured as well as local and global dynamics all contribute to the current state of affairs. This is why the development of Singapore Malay society mirror the development of other Singapore communities, perhaps in an exaggerated manner due to cultural and historical baggage but nevertheless reflective of the forces that are shaping Singapore today. Understanding the history of the Malays, we understand their mindset. Understanding their mindset, we are able to work productively with them. Marginalizing them, we make them our enemies.

LKY was pragmatic to a fault and he was working with pragmatic people. They all went through the same hardships and understood what it was all about. The question to ask now is, what will happen after LKY's pragmatism takes an exit. The fact that the system did not correct itself wrt various issues, e.g. the surge in property prices, until LKY stepped in is not a good sign.
IMHO, the bureaucracy has become too fat minded, the Auditor General pretty much said so. -
