using simple probability calculation
13 wonders = 52/136 * 48/135 * 44/134 * 40/133 * 36/132 * 32/131 * 28/130 * 24/129 * 20/128 * 16/127 * 12/126 * 8/125 * 4/124 * 39/123
9 zi lian huan = 36/136 * 32/135 * 28/134 * 24/133 * 20/132 * 16/131 * 12/130 * 8/129 * 7/128 * 6/127 * 4/126 * 3/125 * 2/124 * 24/123
18 luo han = 136/136 * 3/135 * 2/134 * 132/133 * 3/132 * 2/131 * 128/130 * 3/129 * 2/128 * 124/127 * 3/126 * 2/125 * 120/124 * 3/123
it would appear that 18 luo shan has a lower probability without even considering the probability of getting gongs -
