why low pay for preschool teachers?

  i wont deny that the pay is based on qualifications. i heard the pay is 1K plus (less than 1.5) only if the teacher never upgrade herself. can anyone confirm this? =)
  
  what im trying to say is that if compared to another career with the same qualification, the pay for preschool teaching is wayyy low.
  and teachers are paid such amount for putting lotsa efforts for the children, while ppl of the same qualification doing another career are paid wayyy much more for doing a much lesser effort kinda job. (something like that)
