Coz if B goes for Choice #1, it may leave an impression on A that he's a cai tou and it may become a point of reference the next time B lends money to A. Like, "wah lau, that time you gave me $1 also nebber mind. now treat me one ice-cream ngiow so much." This one more shang gan qing, I think.
Then for my choice, if A does pay back that $1 someday, it shows that he is honest / not forgetful and B will find him more reliable and trustworthy in the future. So with $1, B can tell whether A is reliable (and gets back that $1), or not (and loses that $1). I know $1 may not mean much, but at least B will have a better idea on what to do if A wants to borrow $100 from B in the future.
