As a general rule, Muslim men are prohibited from engaging in Polygamy unless absolutely necessary.
When does it become absolute neccessary? Circumstances that allow polygamy include war, gender imbalance in certain regions/countries & women's preference.
War - The continuous battles in the past were very costly in terms of Muslim men's lives. the purpose of allowing polygamy was to increase the number of the Muslims by allowing the men to marry multiple wives (preferably from the grown Orphans at that time), up to four wives.
Gender imbalance - Women are more prevalant in some areas of the world, and men are also allowed to marry multiple wives when this is the situation, in order to ensure that every woman has a male partner and doesn't have to fend for herself.
Women's preference - Some women also prefer to be a second, third or fourth wife; thus polygamy is also allowed in order to accomodate the desires of these women.
