I think that not all oppressive acts result in terrorism but terrorism can be explained in some way by oppressive acts. Just my opinion though i'm no expert, feel free to disagree..
Maybe you're right though cultural disposition does play a significant role in deciding responses to unjust acts, as buddhists tend to be more peaceful..

dude you ever heard of self-immolation?
Surely self-immolation is alot different from sucide bombing. The former deals with sucide, while the latter deals with murder and sucide. Murder is not allowed in Tibetan Buddhsim and not sanctioned by any Tibetan Buddhism authorities. Those who do so are condemed. The same is not true in Islam. Mainstream Mullas and Imams has issued Fawats and Jihahs for murder. And in their foundational texts, the Koran and the Hadith (equal authority to the Koran) there are clearly divine orders to kill. Their founder, Muhammad, may peace be upon him, is a different character from Jesus and Buddha. Jesus and Buddha were merely hippies, while Muhammad, may peace be upon him, was a conquring general. This difference cannot be denied.
My point still stands that the cause of terrorism is their own racism, their own extremism, their own intolerance, their own fanaticism, and their own crazy ideology.
