Me about the same, did a wonderful 21st birthday, but not enough money to cover everything or everyone.
A good fren helped pay out 1/2 of the party costs and I was so embraressed!
After that, I dont do parties. Can do for others provided they have extra cash to cover more then what is expected, but hate to do it on a budget.
For a 21st birthday, it might be nice to bring the mother to a spa. (Even that is very expensive already.) Have your father buy you a key necklace pandent & maybe a sister that bake you a cake.
and the rest of the money, maybe can bring yourself out on a short holiday, maybe in Vietnam!
What is more important then you yourself enjoying your own money for your birthday?

Hey thanks for all your suggestions.. im increasing the budget but still not able to find any place for a party in May.
Im not really for chalets.. more like pubs and live music yeah. and im cutting down to 80 people i think i hope i can do it.
80 alot leh. U sure u so many close/good frens not.
Fair weather frens no need bother inviting la.
How bout timbre? But that one prepare around 20-30 bucks per pax.

Pubs & live music??? Errm......then what kinda party it is?
Where everyone will huddle into small groups and take their drinks and possibly shout over each other's head to talk?
Reduce the number of people some more lah. Then go check out places like Thumper, whether they still have a weekday night where people can learn to do salsa.
Or that pub/dance place at NTUC Club at Amara Hotel at Tanjong Pagar. Its good if you do know some decent dance steps. Or that you hang around with people that actually dances.

Do also walk around at Clarke Quay. There is plenty of pubs there, some with live music and the choice of sitting outdoors sipping the drinks and talking, and dancing/pool in the pubs/discos.
Considering the number of people you want to come celebrate, that at least will help to cater to everyone's taste. Just make sure there is cake and plenty of drinks available.
