Are there any annual increment in the public sector? Are the salary capped?

all the ministers all got pay rise in 2007 or 2008...
as evidenced by all the minister got pay cut...
we have lots of weird evidence recently,,,
Is there a limit to the maximum amount of salary you can get per month in the public sector? If you work for 20 years, will you still receive annual increment each year?

My side say this yr no annual increment , but will give an incentive similar to our increment just that they can withdraw it back if the economy gets worse . Kind of lame if you ask me , cos if next yr the economy is good , they can just " rooudly " declare say this yr 4% increment when its actually just 2% due to this lame incentive . And untill now no news of our bonus yet .
u all fail to understand the logic, they increase civil service or public service pay during times of economic downturn is to attract talents from the private sector. it is during this time, they will switch.
