Who died? If someone in trouble, there are staff all around to help...
there is always the balance of being efficient (i.e. open all barricades) and safety (i.e set up barricades to control the flow of people, and leave space that can be used in an emergency)
but set up barricade for safety reasons also will have people kao pei one, you wait and see if some guy say why set up barricade...
How sure are you that the authority won't be able to react in case of emergency? I am totally not sure because i was not there, but i am very sure that people are paid lots of money to ensure safety and crowd control, and they have a better idea how to run the show than you.

technology so advanced, they will think of a way... sometimes people want to re-entry also get stopped, right? place full le mah....

the underpass is enclosed area... if stampede occurs... confusion may rule over the ability to direct people... sure there are exits in underpass.. but the point is that chaos will still cause fatalities in underpass place.
