Hi, is your child is having this problem? If so, I have this experience too.
My kid failed his sa2 final exam (maths), got 30 marks despite having private tuitor. Spend $300+ on the math subject. I do not blame the tuitor but the link between the tuitor and the kid MUST be there. If no LINK, the kid will not know what the tuitor are trying to teach him/her.
Depend, if you are Cantonese, tuition is sure no good, tui tui tui....everyday, sure die one..ahem,

yes, for those not having enuf to spend or partime studying, you can provide tuition to earn extra money, its a must
I feel that the tuition teach should be stimulating the student's thoughts on the subject. The teacher is not there to spoon feed, but to guide and make sure the student is on the right track. And as mentioned by many, the student's willingness to learn is also a key factor in his/her improvement.
If there's a will, there's a way (:
tuition is good if the tutor is able to provide one on one personalised tuition to the student. example in a class of 20-30, if you do not understand what the teacher has taught, tuition is the best time to ask the tutor, as you would not normally do if you do not understand in class. also the tutor can cover ahead of the topics taught in schools, so that when the teacher in school is teaching the syllabus, the student has already a head start over the rest of his classmates. besides teaching, a good tutor can also teach the student about other things outside school, such as relationship problems, financial matters or confide in the tutor he/she faced in schools.
but if the student motivation is not right, like being forced to attend the tuition by his parents, then it is not that fruitful.
i didn't have any tutors, but i got good results.
i think interest in the subject is the most important here, forcing your child to memorise and study what he does not like will only have adverse effects, what you can do is try to encourage interest in the subject before proceeding with additional lessons to help him catch up
things are easier to understand when interest is there, and things are easier to remember when they are understood
not really, I got great interest in man behavor, but somehow still cannot understand them.

foundation and interest
Many students are weak in their basic foundation. Their misunderstanding accumlates over the years and eventually get worse and worse.
Some people have no interest at all. So it is very hard to learn anything, when they dont wan to learn at all.
Yes, like me, see the book only, want to sleep already.
Sending your child for tuition is investing on your child's academic future.
By sending, you save your child from a fail grade to a A, B, C grade.
Although your child may not get A*, at least he will be coping reasonably at school and will not be casted out.
YOu never know. Maybe your child's talents is in other subjects? I have friends who scored B for Maths but is first class honours in Chemistry.
