maybe they build the playground next to a damaged 24kv underground power cable.you lucky you dont burst into flames the moment you touched the metal parts in playground!such things do happen when u touch accidentally onto indirect power supply lines.
it cant be static as it happens only in dry countries.spore humdity is always 80% so high cjhhance they built playground over damaged electrical cables for housing pub supply or ot touched something somewhere.

Take a test pen and return to the playground. If the test pen lights up call Police, the playground is unsafe.
