dealoves, if you have time and money, go for a short trip.
For eg, Hong Kong. Go up the Victoria Peak at night. The night scene is beautiful, romantic, many times better than One altitude Bar. it is cheaper to go up Victoria Peak than One altitude Bar.
Besides, you can go shopping and eating. Makan and shopping paradise.

the cost of transportation isn't cheap.....(especially during Holiday seasons, considered Peak period)
2ndly.
Hotel accomodation cost you a "bomb" (for a 18yo).
Or just go there on Tiger Airways for a quickie turn around ?? I have been HK in abt a dozen times over the past 5 yrs... you can't do anything within 1-2days.... A week probably...
3rdly, is TS going alone or with a coach of friends ?
The visit will cost you approximately HK$200+ (package) & travelling by the Victoria Peak Tram.
Well, no doubt... HK is a great destination for a great holiday.... but solely going there to celebrate birthday.... (do you celebrate birthday alone??)
Suggestion needs to be practical

Why not, you only 18 once, 4 years ago, when I was 18yo, I celebrate it in tokyo disneyland with my Daddy new japanese wife, lucky no radioactivity -
