picking up undergarments......Is it against the law?

Hi guys, I have a BFF that told me that he collect ladies lingerie and colthes from the floor after it have fallen from the flat above (HDB)... Is it against the law and considered stealing? Please give advice as he is really very close to me... I wish to help him... Thanks alot... :)

Think of it this way, if the undergarments fall,they become ''litter'' anyway.and whats wrong with picking up litter?Its not like those who own it are going to come after it.

If pantie drop on ground must wait at least 30 minute later but only after it hits the floor. If still floating from the sky to the floor cannot start timer if not counted as stealing. Must give de owner chance to pick up her panty also. If the owner come downstairs within the 30 minute grace, then see panty in your friends hand counted as stealing liao!!
Anything less your friend will tio police case and if he go to prison the inmates will stuff their underwear into your friends mouths at night for being a panty thief
