Background
Information in the United States on psychic research in some foreign countries was sketchy and poorly detailed, based mostly on rumor or innuendo from second-hand or tertiary reporting, attributed to both reliable and unreliable disinformation sources from the then Soviet Union.[4][5]
Despite the dubious origins of much data, the CIA and military intelligence decided they should investigate and know as much about it as possible. Various programs were approved yearly and re-funded accordingly. Reviews were made semi-annually at the Senate and House select committee level. Work results were reviewed, and remote viewing was demonstrated with the results being kept secret from the "viewer". It was thought that if the viewer was shown they were incorrect it would damage the viewer's confidence and skill. This was standard operating procedure throughout the years of military and domestic remote viewing programs. Feedback of any kind, back to the viewer was very rare. It was kept classified and secret.[6]
Remote viewing attempts to sense unknown information about places or events. Normally it is performed to detect current events, but during military and domestic intelligence applications viewers claimed to sense things in the future, experiencing precognition.[2]
The Stargate Project created a set of protocols designed to make the research of clairvoyance and out-of-body experiences more scientific, and to minimize as much as possible session noise and inaccuracy. The term "remote viewing" emerged as shorthand to describe this more structured approach to clairvoyance. Stargate only received a mission after all other intelligence attempts, methods, or approaches had already been exhausted.[7] At its peak, Stargate had as many as 14 labs researching remote viewing.[8]
It was also reported that there were over 22 active military and domestic remote viewers providing data. When the project closed in 1995 this number had dwindled down to three. One was using tarot cards. People leaving the project were not replaced. According to Joseph McMoneagle, "The Army never had a truly open attitude toward psychic functioning". Hence, the use of the term "giggle factor"[9] and the saying, "I wouldn't want to be found dead next to a psychic."[10]
As with all intelligence information, intelligence gathered by remote viewing must be verified by other sources. Remote-viewing information could not stand alone. (According to Ray Hyman in the AIR report, if Ed May's[11] conclusions are correct remote viewers were right 20% of the time and wrong 80% of the time.)
In 1995, the project was transferred to the CIA and a retrospective evaluation of the results was done. The CIA contracted the American Institutes for Research for an evaluation. On June 30, before the AIR review was to begin, the CIA closed the Stargate project.[12] An analysis conducted by Professor Jessica Utts showed a statistically significant effect, with gifted subjects scoring 5%-15% above chance, though subject reports included a large amount of irrelevant information, and when reports did seem on target they were vague and general in nature.[13] Ray Hyman argued that Utts' conclusion that ESP had been proven to exist, especially precognition, "is premature and that present findings have yet to be independently replicated."[14] Based upon both of their collected findings, which recommended a higher level of critical research and tighter controls, the CIA terminated the 20 million dollar project, citing a lack of documented evidence that the program had any value to the intelligence community. Time magazine stated in 1995 three full-time psychics were still working on a $500,000-a-year budget out of Fort Meade, Maryland, which would soon close up shop.[13]
According to The Ultimate Time Machine by Joseph McMoneagle and Reading the Enemy's Mind: Inside Star Gate America's Psychic Espionage Program by Paul H. Smith, examples of confirmed future targets being sensed by Stargate remote viewers include:[15][16]
The predicted launch date for a newly constructed submarine months before it actually rolled from its construction crib and into the harbor by Joseph McMoneagle. McMoneagle guessed the submarine would be launched about four months later, sometime in the month of January 1980. Satellite photos confirmed this in mid-January 1980 [17] According to Paul H. Smith, McMoneagle predicted several months in the future.[18]
The predicted release of a hostage in the Middle East and a correct description of the medical problem precipitating his release. The information was provided three weeks before the hostage takers made their decisions.
This conclusion seems to be associated with the following text: "When one of the hostages was released early because of medical conditions and shown the information we [remote-viewers] had accumulated, he was enraged. In his mind, the only way we could possibly had such accurate information, would be to have someone inside the embassy with the hostages..."[19] The information given by Keith Harary,[20][21] at SRI, the Stargate Project, was: "He seems to be suffering from nausea. One side of his body seems damaged or hurt. He will be on an airplane in the next few days." The target turned out to be the hostage Richard Queen, held by Iranian militants and now desperately ill with symptoms including muscle weakness, lack of coordination, difficulty in vision, spasticity, vertigo, facial numbness, tremor, and emotional lability, multiple sclerosis, that affected his nerves on one side. In part due to his input, Harary says he was later informed by contacts at SRI, President Carter dispatched a plane to bring Queen home.[22] There is no reference to a three week prediction. There is no mention of the Iran hostage crisis (November 4, 1979 - January 20, 1981) or this incident in the 1984 book, The Mind Race: Understanding and Using Psychic Abilities, by Russell Targ and Keith Harary, which centers around remote viewing experiments and SRI.[23]
Upon reading of the May 17, 1987, attack on the frigate the U.S.S. Stark in The Washington Post, Paul H. Smith became convinced that his remote viewing, three days earlier, of an attack on an American warship, including the location, the method, and the motive, was precognition.[16] The American Warship "viewing" session was around 30 pages long, including writing and sketching of ships, parts of ships, map-like diagrams, etc.[24]
In regards to Domestic Applications of what would become Remote Viewing, various field testings in remote viewing was done in the mid-1970s. In a particular well known serial crime incident, a single lone suspect in question was later captured by law enforcement and put into prison. About twenty years later the original lone suspect changed his confession, and verified almost exactly to what was remote viewed by those domestic remote viewer(s). On the eve of reopening this case, the FBI stepped in, and asked that the case be put on hold. This case has been upgraded to Classified, with no indication at this time that it will be reopened.[25][26] This noted case has been published [27] and later suggested by name in the movie Suspect Zero.
A key sponsor of the research internally at Fort Meade, MD, MG Stubblebine was convinced of the reality of a wide variety of psychic phenomena. He required that all of his Battalion Commanders learn how to bend spoons a la Uri Geller, and he himself attempted several psychic feats, even attempting to walk through walls. In the early 1980s he was responsible for the United States Army Intelligence and Security Command (INSCOM), during which time the remote viewing project in the US Army began. Some commentators have confused a "Project Jedi", allegedly run by Special Forces primarily out of Fort Bragg, with Stargate. After some controversy involving these experiments and alleged security violations from uncleared civilian psychics working in Sensitive Compartmented Information Facilities (SCIFs), Major General Stubblebine was placed on retirement. His successor as the INSCOM commander was Major General Harry Soyster, who had a reputation as a much more conservative and conventional intelligence officer. MG Soyster was not amenable to continuing paranormal experiments and the Army's participation in Project Stargate ended during his tenure.[6]

Originally tested in the "Phase One" were OOBE-Beacon "RV" experiments at The American Society for Psychical Research, under research director Dr. Karlis Osis. A former OT VII Scientologist, who alleged to have coined the term 'remote viewing' as a derivation of protocols originally developed by René Warcollier, a French chemical engineer in the early 20th century, documented in the book Mind to Mind. Swann's achievement was to break free from the conventional mold of casual experimentation and candidate burn out, and develop a viable set of protocols that put clairvoyance within a framework named “Coordinate Remote Viewing” (CRV). In a 1995 letter Ed May [11] wrote he had not used Swann for two years because there were rumors of him briefing a high level person at SAIC on remote viewing and aliens, ETs. Though Swann was a good receiver, May had two current receivers that were better.[28]

A former Burbank, California, police officer who participated in a number of Cold War era Remote viewing experiments, including the US government sponsored project SCANATE and the Star Project. Working with maps and photographs provided to him by the CIA, Price claimed to have been able to retrieve information from facilities behind Soviet Lines. He is probably best known for his sketches of cranes and gantries which appeared to conform to CIA intelligence photographs. At the time, his claims were taken seriously by the CIA.[29]
In addition to his participation in remote viewing experiments, Price believed that aliens had established four underground bases on Earth. He offered reports on these locations to Harold E. Puthoff, formerly of SRI International, the principal scientific investigator for Project SCANATE.[29]
For a time he worked alongside/in competition with Ingo Swann.
McMoneagle claims he had a remarkable memory of very early childhood events. He grew up surrounded by alcoholism, abuse and poverty. As a child he had visions of small rabbit that would come to him at night, to comfort him when he was alone and scared, and first began to hone his psychic abilities in his teens for his own protection when he hitchhiked. He enlisted to get away. McMoneagle became an experimental remote viewer, while serving in U.S. Army Intelligence.[30]
Buchanan was a sergeant brought in by General Stubblebine for two main reasons: firstly he was believed to possess extraordinary telekinetic abilities, and secondly computer software expertise. These made him exceptionally well-qualified to be the database manager for the Stargate project. In this role, Buchanan had the opportunity to work with all the key members of the unit, and in possession of statistical analysis of the session data, was able to properly assess the accuracy of the session data obtained. After leaving the forces, Buchanan founded "Problems > Solutions > Innovations", contracted Mel Riley to work for his company, and continues to undertake private tuition.
An INSCOM officer from Ft. Meade served as its military operations officer from 1978 until his retirement in 1987. In 2007 Atwater was interviewed for TAPS Paramagazine by Dennis "DJ" Mikolay.
Riley is an army Sergeant who retired in 1991. Riley was noted for being able to describe what lay under objects in aerial photography. In 1984, the CRV unit had only several trained remote viewers, and Riley was requested transferred to the unit. Riley was featured in the documentary released in 1995 by the BBC titled "The Real X-Files." He has recounted past life experiences as a Native American, and continues to be involved in native American culture.
Smith is a retired U.S. Army Major and intelligence officer. Smith was one of the five people trained as a prototype test subject in Ingo Swann's psychic development of the CRV protocols in 1983. Upon the closure of the Army's Center Lane remote viewing program, Smith was re-assigned to the Defense Intelligence Agency’s follow-on remote viewing unit, Sun Streak, which later became Star Gate. He was the main author of what is known today as the “CRV Manual”. Its purpose was simply to serve as a guide and a reference for the terminology and it served to show inquisitive lawmakers what the millions of dollars were being spent on.[31] Swann wrote to Smith giving Smith's manual his approval. Smith has published articles on remote viewing in UFO Magazine, and about dowsing and remote viewing in The American Dowser, the quarterly journal of the American Society of Dowsers. His book Reading the Enemy's Mind: Inside Star Gate: America's Psychic Espionage Program[32] was the book bonus feature for the March 2006 Reader's Digest as The Most Secret Agent.[33][34] In his book Smith tells the reader there are those who can bend spoons with their minds, [4] claims he has remote viewed into the future and bilocated, has some doubts about the place of extraordinary memories of his fellow remote viewers, shows he believes in Ingo Swann's teachings, honesty and versions of events, and supports the military potential of remote viewing. Smith blames bureaucrats afraid to take a risk, selective data and close-minded skeptics for the closing of Star Gate.[3]
Dames was one of the first five Army students trained by Ingo Swann through Stage 3 in coordinate remote viewing. Because Dames' role was intended to be as session monitor and analyst as an aid to Fred Atwater [35] rather than a remote viewer, Dames received no further formal remote viewing training. After his assignment to the remote viewing unit at the end of January 1986 he was used to "run" remote viewers (as monitor) and provide training and practice sessions to viewer personnel. He soon established a reputation for pushing CRV to extremes, with target sessions on Atlantis, Mars, UFOs, and aliens. He has been a guest more than 30 times on the Coast to Coast AM radio show.[36]

David Morehouse entered into the DIA's Remote Viewing unit in 1987. Despite being designated by his superiors as “Destined to wear stars,”[citation needed] he resigned his commission in 1995 after his decision to write Psychic Warrior, a book in which he details his experiences as a remote viewer in the Stargate Project. He is the director of David Morehouse productions, and his company has trained 15,000 civilians in Remote Viewing Techniques.[citation needed]
Pat Price's Underground UFO Bases
Atwater not only worked with Robert Monroe to develop his training program, he also co-operated with Targ and Puthoff at SRI and learned of a viewer named Pat Price.
Former CIA director Stansfield Turner described Price as,
'A man who could 'see' what was going on anywhere in the world through his psychic powers.'
Chicago Tribune, August 13, 1977.
One day in 1973, Price walked into Hal Puthoff's office, tossed a file on his desk and said,
'You might be interested in these UFO bases.'
Price believed that ET's had established four underground bases, had remote viewed them and provided Puthoff with descriptions of their locations and functions. Hal Puthoff, Ph.D., founded and directed the CIA funded Remote Viewing program at SRI from 1972 to 1985. Price, who died under mysterious circumstances in 1975, was believable had a proven RV track record and had neither agenda nor any axe to grind.
Puthoff passed the same folder on to Atwater in the early '80's, saying,
'You might be interested in this.'
At this point, it's important to note that Price's information was viewed without protocols, the results were not officially reported and Price did not use sealed envelopes.
Price's report stated that the bases primary purpose was to 'reinforce B.T.L. implants, transport of new recruits and overall monitoring function.' Today, Atwater has no idea what B.T.L. implants are and to his knowledge, no one has remote viewed this term.
Price also reported that the base inhabitants looked like us, homosapiens, except for the heart, lungs, blood and eyes. He reported that the sites were highly protected from discovery, mutually supportive, and had very high technology.
He also noted that they used 'thought transfer for motor control of us.'
Mount Perdido
So where are these bases?
The first is at Mt. Perdido is in the Pyrenees Mountains, between France and Spain.
'A famous set of caves in the Pyrenees have ancient drawings of ancient astronauts and flying spacecraft,' Atwater explained. 'And there have been a number of sightings here.'
Mt. Perdido, aka Mt. Perdu, is 3,352 m, 11,007 ft. high and is the third highest mountain in the Pyrenees. It's about a quarter inch west of Andorra. Price reported that the main base was protected around a 2-mile perimeter with detectors. Several craft were in the launch recovery area and had what looked like an electromagnetic field propulsion system.
Price's next underground base location is Mt. Inyangani, the highest mountain (2,592 m, 8,503 ft) in Zimbabwe, formerly Rhodesia, Africa.
'Actually, it's more of a maintenance and tech center,' Price viewed. 'This base looks like overhaul and maintenance unit. I see lots of spare equipment. Parts are being welded in a vacuum area with window area then parts are fused. A grayish white powder is pasted on both parts then fused.'
His attention was drawn to unit that several were working on. It is a tubular grid system 'for ionizing a layer of air.'
Mount Hayes
The next site is at Mt. Hayes, Alaska. It appears to be a weather and geological center and has similar security measures to prevent discovery. He described 'computer equipment' and followed leads on an 'oscilloscope' which led to a small box like structure which contained rotational antenna that sat on top of a mountain peak.
The receiver seemed to be part of a detection system.
'If they were discovered,' Price wrote, 'personnel are deployed physically in activity to make sure of failure of that certain project. This site has also been responsible for strange activity and malfunction of US and Soviet space projects.'
Atwater suggested that if a probe was launched over this part of Alaska, that it might be interfered in some way, to prevent detection of the Mt. Hayes base.
'It comes to mind that these 'people' have infiltrated all government in sensitive positions, not to control government, the processes or people, but rather to be in positions of power to stop politically any activity that may produce a result that could cause discovery.'
Mount Ziel
The fourth site is Mt. Ziel, a personnel center, in Australia's Northern Territory.
'It is interesting that this unit appears to have the most personnel. There are personnel from the other three sites here, like a rest and recreation area.'
For a few moments, Price felt slightly disoriented and decided they had detected him so he led them to Melbourne.
Price returned to the site and saw vehicles from the other bases, with each having different ID marks that correspond to each site's different functions.
'Mt. Ziel had personnel for all bases and is the homosapiens introduction point.' he observed.
Price also noted that the site should be approached with caution and that the area was under alert at that moment.

Of the 12 men who have walked on the moon, the last to set foot there, Harrison (Jack) Schmitt, is the only one with scientific training (he has a Ph.D. in geology). He has seen and done things most scientists only dream of. Schmitt's work on the Moon in 1972 ranks as one of the most exciting and productive episodes in the history of exploration. His memories of the three days he spent in the Valley of Taurus-Littrow are a priceless treasure trove of scientific and aesthetic insights. Unfortunately, those experiences are not the subject of his new book, Return to the Moon.
Instead, the volume is structured as a legal brief, in which Schmitt makes the case for returning to the Moon to mine the isotope helium-3. He claims that because fossil fuels are limited in supply and because their extraction and use harm the environment, our rapidly industrializing world requires new sources of energy. The ultimate solution, he suggests, is the generation of power by nuclear fusion—not of deuterium and tritium, as is usually proposed, but of deuterium and helium-3.
This reaction, which does not produce any fast neutrons, is clean and nonpolluting. There are, however, two drawbacks to its industrial use. First, the fusion of deuterium and helium-3 is very difficult to start and sustain, requiring roughly an order of magnitude more energy than the fusion of deuterium and tritium. Second, there are no plentiful stocks of helium-3 on Earth. Although the isotope is found naturally as a trace component in reservoirs of natural gas and also as a decay product of tritium (making our stockpile of nuclear weapons the best current terrestrial source), there is not enough helium-3 on our planet to support commercial power generation through fusion.
Enter the Moon. Because the Moon has been bombarded for billions of years by solar wind, which consists largely of ionized hydrogen and ionized helium, helium-3 is available in the dust of the lunar surface. Even there, however, helium-3 is present only in concentrations between 10 and 20 parts per billion. Hundreds of millions of tons of lunar soil (more properly called regolith) must be mined and handled to extract a ton of helium-3. Schmitt has looked at this problem in some detail, and he outlines a plan for mining helium-3 on the Moon to feed a commercial industry for generating power here on Earth.
After a brief introduction and a short discussion of the legacy of Apollo, Schmitt considers the future of energy production on Earth, concluding that all of the various proposed alternatives to fossil fuels have drawbacks. However, he maintains that mining the Moon for helium-3 is a viable solution to our energy problems.
Next Schmitt surveys the economics of rocket launches, the economics of fusion power and the geology of lunar helium, covering the composition and state of the rocks and soils of the Moon in some detail. He then describes possible strategies for the mining and production of helium-3 and suggests how to organize the effort. Because helium-3 is such a minor constituent of the regolith, mining it produces valuable by-products in abundance, particularly solar-wind hydrogen, which could be used to fuel an Earth-Moon transportation infrastructure and to support human life at the lunar outpost.
Schmitt then devotes two chapters to his idiosyncratic take on how NASA should be reorganized to regain the management prowess lost since the end of the Apollo program. The material on restructuring NASA consists largely of the text of e-mails that Schmitt sent to various members of the Bush administration in 2001—before the loss of the space shuttle Columbia precipitated a detailed examination of the goals of America's space program, resulting in the new Presidential Vision for Space Exploration in 2004.
Next Schmitt outlines his recommendations for lining up investors in a commercial operation for mining helium-3 on the Moon. Schmitt believes that for his plan to be successful, it must attract considerable private-sector investment. Would such an endeavor be legal? Space law regarding lunar resources is unclear. Nonetheless, Schmitt is convinced that existing treaties permit lunar economic development, particularly if it is carried out not by national governments, but by a user-based international consortium like those developed to manage communication satellites.
The next-to-last chapter touches on the value of humans in space. The book then concludes with the thought that a private effort to mine the Moon for helium-3 could not only solve our energy problems but also open the door to human settlement of the solar system.
Exactly how one takes all of this depends very much on one's personal predilections and how one views the track record and credibility of people promising commercial fusion power. The traditional comment on this field is that commercial fusion power is 10 years away—and has been since the middle of the past century. And as noted above, the simplest fusion reaction, deuterium-tritium fusion, has yet to come close to breakeven (to producing as much energy as is needed to start the reaction), despite being an order of magnitude easier to achieve than the fusion of deuterium and helium-3.
Some other criticisms are that Schmitt is not clear as to what role NASA should play in his scenario. Any involvement on NASA's part would appear to be only tangentially related to the new Vision for Space Exploration, which has been adopted as national policy by both the executive and legislative branches. Also, Schmitt discusses and interprets the geology of the Moon, the organization of the U.S. government's space program, space law and private-sector involvement in space through his own lens. Many of these issues are subjects of active debate, and those who wish to understand the wide scope of arguments being made should consult other books for different perspectives.
The concept of a book as a legal brief has a long and distinguished pedigree in science. In Schmitt's own field, Charles Lyell's Principles of Geology (1830) comes closest to such status, being primarily an extended brief supporting the gradualist, Huttonian model of the evolution of the Earth.
