Your friend is a sicko. Period. No friend of mine is a racist prick like him. I've dropped a couple of so-called friends who spouted racial and religious bigotry on a regular basis. And I mean totally - I didn't answer their calls, blocked their MSN nicks, deleted their Friendster profiles from my friends list... heck, I even went so far as to block their IP addresses on my blog's tagboard.
And since you seem intent on abetting his sickening mindset, then I'd say you're just as bad as he is.
Please tell me the name of your company so that I can blacklist it in the future.

You know WHAT kind of skill you need: accountant - CPA, ACCA, whatever certs.
Now decide WHO:
Look at company culture, teamwork.
Look at the kind of personality needed.
Look at the nature of the job and etc.
Now, hire the person, WHAT part is easy. The WHO part is the difficult one. The fellow don't gel, then you will end up having to deal with the sitation and the fellow also suffer. To fire the person also takes a lot of effort and high turn over is never a good sign. So you have to decide if hiring the person, the person need to have a good fit into the company and there will be at least some challenging work for the fellow to do and grow. You also have to plan some path for him. Be objective, clear and hire the person for the right job and the right fit and the right reasons.
I had not met a good manager who did the above for any employee including myself. Most local managers are really sh!tty and racist. My own ex-team-lead refused to hire a Malay colleague cause she is a Malay even though I told her the Malay is good. But she had hired another person who is naive to become her stepping stone up the ladder. Anyways, it turned out better cause everyone got re-orged badly and the ex-teamleader b!tch got brought down to my level. She was never leadership or manager material but she can act and manipulate and she's got looks that the guys just give way. Stupidity in humans knows no bounds. -

Alright, my advice is to give the guy a chance....since he also needs money to let his family survive.
There are many fronts to support this:
1). You should be fair by giving him a chance to excel, and work as an accountant.
2). You would be building good karma (i.e. will be blessed) if you let people have to chance to work and earn a living
3). You will not be procecuted due to racism.
If at any time, the guy gives you slip-shot work or not performing, THEN you can sack him, etc, based on sound reasoning.

As far as I know, there isnt a provision for discrimination yet, but what MOM do is to take administrative measures against these people -
